The moon and star chime is very dainty and has a very faint high tone that can be brought out by hanging the chime over a heat or air register or in a draft.

They do chime, faintly, but the stars would be tangled if left out in a strong wind.

The moon and star is more like a mobile and should probably be hung in a sunny window.
